  1. In a large skillet over medium heat, add the ground beef, onion, and garlic. Cook until the beef is browned and the onions are translucent, about 5-7 minutes. Stir occasionally.
  2. Stir in the chili powder, cumin, salt, and pepper. Mix and cook for an additional 2 minutes. Remove from heat and allow to cool slightly.
  3. Add the shredded cheddar cheese to the beef mixture, stirring until melted and combined.
  4. If using corn tortillas, warm them in a dry skillet for about 30 seconds on each side.
  5. Place 2-3 tablespoons of the beef and cheese filling onto the lower third of each tortilla. Roll them tightly.
  6. Secure the rolled taquitos with a toothpick if necessary.
  7. For frying: Heat oil in a deep skillet over medium-high heat. Add the taquitos, seam side down, and fry until golden brown, about 3-4 minutes on each side.
  8. For baking: Preheat the oven to 425°F (220°C). Place taquitos seam side down on a greased baking sheet. Bake for 15-20 minutes, flipping halfway.
  9. Serve hot, garnished with fresh cilantro and your choice of toppings.
